Wilmer Siegfried Richter was born in Philadelphia, Pennsylvania in 1891 and studied at the Museum School of Industrial Arts and at the Pennsylvania Academy of Fine Arts under W. H. Everett and Daniel Gerber.

He was a painter, illustrator, cartoonist, printmaker, and teacher through his long career. His illustrations appeared in the Saturday Evening Post and his works were exhibited at the Art Institute of Chicago and the Philadelphia Sketch Club. His paintings have sold at auction for as much as $3,300.00. He died in 1993.
