William Bloomer Dampier is a listed California painter who was born in Spokane, Washington in 1899.

He spent most of his life in Los Angeles and Laguna Beach, California where he was active in the local art scenes. His teachers were Wilkinson Smith and Ejnar Hansen, and he exhibited his works at the Laguna Beach Art Association, the Webb Gallery in Los Angeles, the Catholic Women's Club in Los Angeles, and the Long Beach Museum.

He died in San Diego on August 15th, 1985.
