Listed California artist and illustrator John Jules Billington was born in 1900 in Meadville, Missouri, and studied at the University of Missouri, the Art Institute of Chicago, and the Art Students League in New York.

By the 1930's he had settled in Whittier, California, and became a technical illustrator at Lockheed Aircraft by the 1940's. He exhibited at the California Watercolor Society, the Laguna Beach Art Association, and at the Golden Gate International Exposition (1939), the New York World's Fair (1939), the San Diego Fine Arts Society, and the Riverside Museum. He died in 1972.
