Born in 1916, Charles Phillip Cross is a listed American painter known primarily for his portraits.

The son of a Maryland couple who ran a chicken farm, he experimented with his artistic interests at a young age, and eventually studied at the Maryland Institute of Fine Art, where he eventually taught for fifteen years. He went on to paint portraits of society, religious and political figures including one of Earl Warren, Governor of California. He moved to Loveland, Colorado in 1987 and taught at the Loveland Academy of Fine Arts. He died in 2006.
